What Is Decommissioning?

Decommissioning services come into the picture when a well or plant reaches the end of its producing life. An oil or gas field is decommissioned when the cost to operate it exceeds the revenue it generates. The well is plugged out and the area is restored to its original state. The process involves cleaning, hydrocarbon removal, material management and preparing for removal. There are majorly eight steps involved in the entire process. These are:

    Planning: Planning of decommissioning should start at the very beginning of the project cycle. Various reclamation requirements and potential challenges of reclaiming the site are made known to the company.

    Decommissioning: This requires the removal of as much infrastructure as possible including surface pipelines, wells and so on. Facilities such as access roads can remain on the site for later improvement.

    Remediation: This involves cleaning up any contamination, such as on-lease spills at the site. This must be done before reclaiming the land or applying for a reclamation certificate and involves 2 phases of environmental site assessments, soil and groundwater assessment and native prairie protocols.  

    Reclamation: This is a time-consuming process and depends on the level of land disturbance caused by the company on the site. This process is smoother if the company has done minimum land disturbance, restored the drainage and replaced the soil, among other criteria.

    Site assessment: The site is carefully assessed by officials to determine whether the company is eligible for a reclamation certificate or not.

    Application: A company can apply for a reclamation certificate through OneStop after the reclamation work has been completed. The site should meet the reclamation criteria and should have a professional sign-off in order to be eligible to submit the application.

    Review process: The applications are shared on the Public Notice Application for the approval process within 30 days. If no statement of concern is received on the application, the reclamation certificate is granted.

    Reclamation inspections and audits: Regular inspections and audits are conducted to ensure that the company remains responsible for any surface contamination including topography, vegetation, soil texture, and drainage, for up to 25 years. The company may also be held permanently responsible for the contamination and any infrastructure left beneath the surface.
